New Delhi: After months of anticipation, Public Works Department has released detailed plans for a Rs 325-crore project to expand and upgrade the flyovers at the congested Modi Mill and Savitri Cinema intersections on Delhi’s Outer Ring Road.Scheduled for completion within two years, the initiative aims to ease chronic congestion, improve road safety and save commuters’ time and fuel along one of south Delhi’s busiest corridors. The stretch from Modi Mill to IIT Gate handles an enormous volume of traffic, often resulting in gridlocks, particularly near junctions like Maa Anandmayee Marg, Captain Gaur Marg and Savitri Cinema intersection. A feasibility study conducted by the department underscored the urgent need for capacity-augmentation measures to ensure smooth traffic flow and safer commuting. The Modi Mill flyover is being extended to Kalkaji Temple. Stretching approximately 1.5 km, the six-lane structure will feature a nine-metre carriageway on each side, a median and crash barriers topped with railings. The flyover will cover critical intersections, including Captain Gaur Marg, Maa Anand Mai Marg, Lotus Temple Road, Masjid Moth Road and Nehru Place bus depot. At Savitri Cinema junction, a persistent bottleneck for residents of GK, C R Park and GK-II, a one-way, three-lane grade separator will be built. Stretching roughly 900 metres, including a 435-metre elevated section, it will integrate seamlessly with the existing one-way flyover through two ramps climbing up and down and an elevated section. There will also be dedicated bus bays and redesigned junctions, aimed at improving pedestrian safety and streamlining traffic at crossings such as Savitri Cinema/GK-II Road, Masjid Moth Road and C R Park Road. The Modi Mill flyover is estimated to cost Rs 221 crore and the Savitri Cinema flyover Rs 26 crore.
The rest of the money will be spent on revamping existing roads, footpaths and drainage systems. Some carriageways, retaining walls and viaduct sections of the existing roads may be removed or rebuilt, while footpaths, cycle tracks and bus shelters will be relocated or reconstructed. Streetlights, pole signages and safety devices will be shifted, and drainage systems will be upgraded to prevent waterlogging. Widened roads, new U-turns, upgraded footpaths, enhanced lighting and clear signage will feature beneath the flyovers. Pedestrian crossings, islands, auxiliary turning lanes and bus bays will be revamped, further facilitating smooth traffic movement. By combining modern flyover design with careful traffic management and integration with existing infrastructure, the department aims to transform commuting experience in these crucial south Delhi stretches while setting the stage for a more efficient and future-ready Outer Ring Road.
