UPERC seeks clarification on rise in Feb’s purchase surcharge

Lucknow: The Uttar Pradesh Electricity Regulatory Commission (UPERC) has sought detailed justification on 10% jump in the fuel and power purchase adjustment surcharge (FPPAS) for Feb as against 2.33% in Jan.It has asked Uttar Pradesh Power Corporation Ltd (UPPCL) to explain how such an expensive power was purchased despite a lower approved rate.

The power regulatory body noted that it had approved an average power purchase cost (APPC) of Rs 4.94 per unit in its tariff order dated Nov 22, 2025, but UPPCL claimed a significantly higher purchase cost of Rs 5.79 per unit for Nov. Surcharge of 5.56% was the second highest levied in Dec to adjust for Sept 2025’s fuel cost variation. In Sept, Uttar Pradesh recorded the highest power demand of 30,255 MW and power was purchased at Rs 4.88 per unit, while in Nov, the power demand was only 19,341 MW and the corporation bought the power for Rs 5.79 per unit.
