State to issue TDRs for acquiring land parcels near water bodies

Hyderabad: To encourage the usage of transferable development rights (TDR) in the state and create market demand, the municipal administration department has mandated usage of 10% built-up area in high-rises above 10 floors through TDRs. This will help landowners, who have TDRs, benefit from the GO. As of now, GHMC and other agencies give TDRs instead of cash compensation to landowners if their land is acquired for various projects and widening roads. But there are no takers for TDRs, and the owners are compelled to sell their TDRs at low prices. TDR can be used for additional built-up space if any builder or developer wants to use it.

Now, the state govt has decided to issue TDRs to landowners to take over land parcel for development of water bodies and widening nalas by offering TDRs to property owners, which is considered an effective way to tackle the issue.Special chief secretary (Municipal administration) Jayesh Ranjan, in a GO issued on Friday, said TDRs would be given for private land parcels likely to be affected in full tank level (FTL), maximum flood level (MFL), and buffer zones of water bodies. Since the govt is planning to take over land parcels for Musi riverfront development and water bodies, TDRs would be issued to patta land and owners of structures likely to be affected.Before issue of TDR for water bodies and nalas, clearances from officers at the level of executive engineer of the irrigation department and above and additional collector, revenue, should be taken for the affected portion of the land for claiming any compensation, the GO said.“There will be no need for no objection certificate (NOC) in respect of lakes where final FTL notification has already been issued, and in case of large land parcels, which are more than an acre in extent, prior approval from the state govt is required before issuance of TDR,” the order said.The govt said if a landowner surrenders their land falling in FTL, MFL, or buffer zone of water bodies free of cost, he/she would be given setback relaxations for the remaining land or building or an additional floor for the proposed building.
