Kanpur: District magistrate Jitendra Pratap Singh conducted a surprise inspection of primary health centre Uttaripura on Tuesday afternoon and found serious negligence in the arrangements. Only 3 out of 7 employees were present on duty.Instructions were given to deduct one day’s salary of Dr Preeti Sachan (Medical officer), Ramanuj (Ward boy) and Jyoti (Staff nurse) for being absent. While chief pharmacist Ashok Srivastava’s leave application was available, it was neither properly registered nor approved. Considering this an irregularity, instructions were given to deduct one day’s salary as well.During the inspection, the OPD register was not in accordance with the standards prescribed by the govt. As per rules, it is mandatory to record mobile numbers along with patient names, but these entries were not made. Dr Sarita Katiyar, the AYUSH physician present on site, used a different register instead of the prescribed register, in which patients’ mobile numbers were not recorded. Instructions were given to seek her explanation on this.The biometric attendance system at the health centre was non-operational, and the cleanliness condition in the premises and rooms was poor. The district magistrate, considering this serious negligence, reprimanded staff and gave instructions for immediate improvement.The role of officers responsible for supervision of the PHC also came under question. Explanation was sought from both the MOIC of Community Health Centre Bilhaur and the in-charge ACMO for not conducting regular monitoring. The district magistrate clarified that laxity in health centre arrangements will not be tolerated. The chief medical officer was directed to ensure regular review of all health centres in the district and improve arrangements by fixing accountability at MOIC level.
