No provision for inter-district transfers of Grade-III teachers, says edu min

Jaipur: A sharp exchange took place in the Rajasthan Assembly Friday between education minister Madan Dilawar and Leader of Opposition Tikaram Jully over the issue of transfers of Grade-III teachers.Replying to a question raised by BJP MLA Govind Prasad, Dilawar said that under existing rules, there is no provision for inter-district transfers of Grade-III teachers. He said such transfers were not ordinarily permissible within the current framework.The minister further informed the House that the state govt is in the process of formulating a comprehensive transfer policy. “Once the transfer policy is finalised, the matter of Grade-III teacher transfers will be examined accordingly,” he said.Dilawar added that the Administrative Reforms Department imposed a general ban on transfers across departments. However, in exceptional cases involving departmental requirements, transfers may be carried out after approval from the competent authority. He pointed out that the transfers of Grade-III teachers on Aug 14, 2024, were executed only after obtaining such approval.Referring to 2018, Dilawar said that inter-district transfers were carried out at that time by fixing a cut-off date, even though there was no specific provision for such transfers. “The then govt adopted a special mechanism. Our transfer policy is currently under process. Once it is finalised, further decisions will be taken on that basis,” he said.Objecting to the minister’s response, Jully accused the govt of creating confusion among teachers. “The minister says there is no provision for transfers. Is the govt misleading Grade-III teachers?” he asked. He reminded the House that the BJP promised in its election manifesto to frame a clear transfer policy.“More than two years of this govt’s tenure passed. When will the transfer policy be finalised? When will teachers get clarity?” Jully said.The exchange highlighted mounting pressure on the govt to expedite its transfer policy, as uncertainty over Grade-III teacher transfers continues to concern education staff across the state.
