Andy Burnham pledges “more substantial change” during his first speech to MPs as prime minister.
He also pays tribute to his predecessor Keir Starmer – who earlier announced he will stand down as an MP.
Conservative leader Kemi Badenoch said the new prime minister will be judged on “what he actually delivers”.
