Independent engineering agency set to monitor International Film City construction in Noida

Noida: The Yamuna Expressway Industrial Development Authority (YEIDA) is set to appoint an independent engineering agency to monitor construction, ensure adherence to approved designs and timelines, and certify quality and safety standards for the International Film City project for technical and financial oversight, for a period of three years.The Authority will also empanel five chartered accountant firms for statutory audits for a period of five years to audit both audited and unaudited financial statements of the concessionaire, along with verification of other financial claimsThe Film City is being developed in Sector 21 under a public–private partnership (PPP) by Bayview Bhutani Film City, led by filmmaker Boney Kapoor in partnership with the Bhutani Group. The project, planned in the backdrop of the Noida International Airport. is expected to act as a catalyst for the Yamuna Expressway region.The Authority has sanctioned around 1,000 acres of land in Sector 21 for the project. Phase 1 covers about 230 acres, for which development rights were already granted.Phase 1 of the Film City, being developed at an investment of Rs 1,510 crore over eight years, will include key facilities such as filming infrastructure and a film institute, which are mandatory under the concession agreement.Studios, filming facilities and a film institute will be developed as part of the core project. The concessionaire also has the option to develop additional components such as amusement parks, hotels, retail spaces, serviced villas, commercial offices and food-and-beverage-focused developments, as listed in Schedule F of the agreement.The Authority-appointed independent engineer will review and certify surveys, master plans, architectural and structural designs, construction methods, quality and safety plans, cost estimates and construction schedules submitted by the developer. It will also track project progress against approved milestones and ensure compliance with specifications laid down in the concession agreement.The team will include a core team stationed at the project site, supported by subject experts in areas such as structure, traffic, environment, public health and legal matters related to PPP projects.
