Jaipur: Urban development and housing (UDH) minister Jhabar Singh Kharra Thursday said that the state govt plans to prepare city’s master plan, sector plan and zonal plan together, instead of drafting them separately or in different phases.Replying to a question by Congress MLA Amin Kagzi from Kishan Pole, Kharra said in the Assembly that he believes simultaneous preparation of all three planning documents would be more beneficial for urban management and would help align long-term development goals with on-ground implementation. He said a committee of officials has been constituted to examine the approach and submit recommendations, and that the govt will decide future planning process based on the committee’s report, which is expected soon. Kagzi raised concerns about traffic congestion in Jaipur and argued that planning has not kept pace with the city’s rapid expansion. He pointed out that the govt is still working on an older master plan that ended in 2025, even though the Jaipur Development Authority (JDA) area has expanded significantly with the merger of more than 200 villages. According to Kagzi, while the city limits have been widened through these mergers, the corresponding sector plans and zonal plans have not been prepared, creating gaps between the expanded jurisdiction and the detailed planning needed for roads, transport corridors, land use, and civic infrastructure. His remarks suggested that without updated and integrated plans, the city’s growth could remain uncoordinated, contributing to congestion and uneven development. Kharra said an investigation would be initiated into a sewer line project in Kishan Pole constituency after the MLA alleged corruption. Kagzi claimed that in a project valued at Rs 275 crore, officials and the contractor had already “lifted” 65% of the project cost even before the work had begun. Kharra said Kagzi had informed him about the matter three days earlier and had now submitted a written complaint Thursday. He stated that the complaint has been forwarded to the UDH department and that formal orders for an investigation would be issued within a day or two.
