Bhubaneswar: The general administration & public grievance (GA&PG) department on Thursday issued a standing order that will serve as a blanket no objection certificate (NOC) for its employees applying for other govt jobs.

With this order in place, employees under the administrative control of the PG&GA department no longer need to obtain individual NOCs from their respective offices before applying, read the order.The department receives a large number of requests every year from its officers and staff seeking NOCs or permission to appear in recruitment examinations conducted by govt agencies. Since these permissions are routinely granted, the process consumes considerable time and often forces applicants to visit department branches to expedite pending requests.

Delays in issuing NOCs also causes inconvenience to employees.“To save applicant employees from such inconvenience, the state govt hereby grants standing permission and a No Objection Certificate in favour of all officers and employees working under the GA&PG department’s administrative control for applying for any job elsewhere,” the order stated. “Henceforth, no individual NOC or permission will be issued or entertained by the department. Employees may produce this standing order directly to recruitment organisations while applying,” it said.The govt, however, prescribed certain conditions—employees must not neglect their official duties and responsibilities while appearing for examinations. Prior permission from the competent authority is required to avail leave for appearing in recruitment tests. “The standing order does not relieve employees from the department’s administrative control. If selected for a new job, employees must seek approval through the proper channel before joining,” the order said.
