The drill commenced with the establishment of a sophisticated logistical framework, including a dedicated staging area, Incident Command Post and an Emergency Operation Centre. The simulation focused on the high-risk Bindhakata Ghat area, where teams faced a simulated breach and rising water levels. Personnel from the SDRF, fire & emergency services, and civil defence led the rescue operations.Demonstrating high-speed coordination, these teams performed deep-water rescues using motorised boats, life jackets, and specialised gear to evacuate “stranded” residents from the riverbanks.“The objective of today’s exercise was not merely to practice rescues, but to identify gaps in our communication and inter-departmental coordination. With Dibrugarh’s vulnerability to the Brahmaputra’s seasonal fury, such drills ensure that every line department knows its role the moment a real alert is sounded,” said a senior official overseeing the drill.Simultaneously, the Bindhakata High School was converted into a model relief camp, showcasing a holistic approach to displaced-person management. The camp was equipped with a streamlined registration desk and a fully functional medical camp. All line departments participated actively, demonstrating a synchronised response to the simulated crisis. The drill concluded with a debriefing session where the performance of each unit was evaluated.
