Chandigarh: Punjab and Haryana high court on Wednesday expressed concern over the delay in arresting shooters involved in a daylight firing incident outside the office of the senior superintendent of police (SSP), Mohali, in which one person lost his life.Hearing a suo motu public interest litigation along with other connected matters, a division bench comprising Justice Anupinder Singh Grewal and Justice Deepak Manchanda observed that despite the incident having occurred in a high-security area, the identified shooters are yet to be apprehended.

During the hearing of the matter, the HC was informed that two shooters involved in the incident have been identified, though they have not been arrested so far. The DGP, however, sought additional time to investigate the matter further and submit a detailed report. The court observed that while two other accused persons have been arrested, no progress has been made in securing the shooters even months after the incident.The bench also took serious note of another incident involving alleged police misconduct within the premises of the District Court, Mohali. According to the order, on July 6, 2025, a police officer allegedly manhandled and assaulted a chowkidar (court employee) on duty, forcibly entered the court premises after snatching the keys, and violated court security. The incident was captured on CCTV footage.The bench further recorded that despite a formal complaint being submitted by the additional chief judicial magistrate (ACJM) on July 11, 2025, no FIR was registered initially. Subsequently, the chief judicial magistrate (CJM) ordered registration of an FIR on July 30, 2025, following which FIR No. 197 dated July 31, 2025, was lodged. However, the court observed that no substantive action has been taken in the matter even after the lapse of six months.
