In the year 1946, ‘Food and Civil Supplies Department’ was established by merging the Civil Supplies Department and Rationing Department and the Secretary of the Government of Uttar Pradesh was made in charge. Two commissioners were appointed under the Secretary, who were called Commissioner (Food) and Commissioner (Rationing). In the year 1947, the post of Secretary and Commissioner was reduced to united. From the date of establishment of the department, the supply of essential commodities and controlling its values has been the main goal of the department. Therefore, from the beginning, the supply, transmission and distribution of essential commodities was placed under the ‘Defense of India Act Rules’ 1939. Although the second world was ended on 24 October 1945, the end of the emergency was announced by the then Governor General on 1 April 1946. Again, essential commodities were placed under a new order Assistant (Temporary Powers) Act 1946 issued by the Government of India.
The Control of Supplies Act, 1948 was implemented in the state. The availability and value control of essential commodities was very important even after 1947 and it was continuously monitored. With the objective of giving this great objective even more effective, the ‘Essential Commodities Act’ was implemented by the Government of India in 1955, under which other important items related to general public life were provided in addition to food items. . Under the said Act, the boundaries of purchasing, storage, production etc. were determined by the Government of India and the State Government from time to time for availability of essential commodities, price control and distribution of distribution system.
The Department of Food and Logistics of the state mainly performs the supply and distribution of food grains, wheat, rice, kerosene and other petroleum products etc. in the state under the guidelines of the Government of India.
The main responsibility of the activities of the Department of Food and Logistics lies in the Department of Principal Secretary/Secretary, Food and Logistics, under which the work arts of Supply Branch, Marketing Branch, Accounts and Food Cells are controlled and operated through the headquarters. 1. State Government Civil Rights Circle
The Uttar Pradesh government considers the target public distribution system an important component of the policy of ensuring food security of the target population, in which according to their eligibility, they are ensured the availability of monthly quota of food grains. The government is committed to implement the distribution system targeted for the best benefits of the beneficiaries with full transparency and competence of operations and the accountability of the authorities implemented.
2. Eligibility
Currently, the target public distribution system benefits the Poor families identified under the Antyodaya Ann Yojana and other population below the poverty line under all the criteria approved by the Department of Food and Public Distribution, Government of India. As far as the relation of the poverty line is related, the benefits under the target public distribution system are limited from time to time according to the instructions issued.

4. Issue of ration cards

6. Distribution

It will also include the warehouses of the State Government and the State Food and Essential Commodities Corporation or any other mediator/nominees/wholesalers. The samples of food grains to be distributed under the target public distribution system at each delivery place will be made available for any stakeholder (local citizen and their representatives) along with the quantity of the stock. The stakeholders should be given the opportunity to check the sample on a fixed day of the week. Two hours should be determined for this type of investigation that day.
Copies of District Civil Supplies Office Allocation Orders will also transmit all fair rate shops and gram panchayats/municipalities/vigilance committees/any other body nominated to monitor the work of the shops. The details of the allocation should be provided on the websites detected for this purpose (preferably at the district level).
7. Quality of food grains
Representatives of the state government and officials of the Food Corporation of India will jointly examine the samples of food grains from the warehouses of the Indian Food Corporation. Where the state government is not in a position to send its representative to take joint samples, then the Food Corporation of India can issue food grains after completing the formalities necessary to avoid delay.

The valid period in licenses/contracts will be clearly specified. 9. Inspection and Investigation

10. Canceling of license/contract of fair rate shops

11. Vigilance and public participation

(i) Vigilance Committees of Panchayat/Municipality Ward Level

(iii) District level vigilance committees
Each district level committee to be constituted by the state government will have about 10 members from various classes like beneficiaries, social/consumer organizations, elected representatives of the public and its chairman will be the district head of the Zilla Parishad. (iv) State level committee
This committee will be constituted by the state government and this committee will have senior level officials of the government, Members of Parliament, a few members of the Legislative Assembly, consumer workers and members of youth and women organizations. This committee will work under the chairmanship of the State Food and Civil Supplies in -charge of the state and besides other members of the above mentioned ministries like Rural Development, Panchayat Raj, Urban Development etc. will be included as members. This committee will review the difficulties, if any, if any, will be reviewed in the overall state, at the time of the target Public Distribution System Scheme in the state. Committee/Its members can also visit the fair rate shops and offices of food and supply departments and they can meet the beneficiaries of the scheme and the state government for any problem in the implementation of the targeted public distribution system Can recommend for. If a decision on any issue comes under the jurisdiction of the Central Government, the state level committee can recommend the Central Government for subcutation proceedings.
Chapter 2
Instructions issued by the state government to the district administration to strengthen the targeted public distribution system and to prevent leakage/aberration
1. To abolish the fake ration card, the District Magistrate/District Supply Officer should start a continuous campaign to review the grain scheme lists below the poverty line.
2. Strict action should be taken against the guilty persons to ensure leakage-free distribution of food grains. In this regard, information should be sent regularly by the District Administration to the State Government and the Central Government to the Central Government under the Public Distribution System (Control) Order, 2001.
3. For planting in the functioning of the targeted public distribution system, participation of selected members and vigilance committees of Panchayati Raj Institutions/Local Municipality bodies should be ensured to identify Antyodaya Ann Yojana families. As far as possible, fair rates should be given to the license/contract of shops, voluntary groups, gram panchayats, cooperative societies etc.
4. Below poverty line/Antyodaya food scheme and lists above poverty line should be displayed at all fair rates shops.
5. The district -wise and fair rate shopkeepers of food grains should be allotted on websites for review of public and should also be installed at other major places.
6. Where possible states should be given the delivery of food grains to the fair rate shops at their door instead of reaching every private-transporter/wholesaler ration commodities.
7. Each month of food grains should be ensured their availability at fair rate shops and their distribution to ration-card holders.
8. Training should be ensured to members of the fair rate shop level vigilance committee.
9. Computerization of targeted public distribution system operations should be started.
10. The Food Corporation of India should start an electronic transfer of funds.
11. In addition to the ‘targeted public distribution system’ on the front and back banners/borders of the public distribution system items, the name of the state government should be specified, Gins and the name of the agent.
12. Management should be arranged to monitor the circulation of food grains from the warehouses of the Food Corporation of India.
Chapter-3
Right to Information Act and targeted public distribution system
The action taken at various levels for the effective use of the Right to Information Act, 2005 in relation to the targeted public distribution system will be as follows:-
Government of India level
* Ensure that CPIO, CAPIO and AA addresses and contact numbers are displayed on the website.
* Information about the allocations made by the target public distribution system and all other welfare schemes will be given on the websites of the Food Corporation of India and the Ministry of Consumer Affairs, Food and Public Distribution. It will also be made available to the citizen who requests for this under the Right to Information Act, 2005 and following the prescribed process.
* Quality standards for recovery of food grains under the targeted public distribution system will be made public and the specifications of their issue and “proper” average quality “will be made public.
*
Food Corporation of India/Raj Recovery agencies will display farmers available services on local market, payment process, quality specifications and details.
* Food Corporation of India/other agencies will notify the updated stock status of all the warehouses on the website and outside the warehouses and offices. This type of information can be taken by a citizen following the procedure prescribed under the Right to Information Act.
* Samples of food grains of the targeted public distribution system will be available for public scrutiny at a special day on a special day in the premises of each Indian Food Corporation/Agency Godown.
* To facilitate inspection of records, every Indian Food Corporation Office/Warehouse, for this type of inspection, will determine the time of a working day in the week.
* Information on all transactions related proceedings-receiving and releasing food grains by the warehouses of Indian Food Corporation will be displayed on a daily basis.
state level
* Eligibility criteria will be published to give new license/contract for fair rate shop and to get license/contract. The list of shopkeepers of the fair rate shops will be published on the district level website with a valid period of licenses/contracts issued to them.
* Antyodaya food scheme will be put on the website for identifying the beneficiaries and issuing ration cards on the website.
* Certificate on the notice of all districts, tehsils, blocks and village level offices of the Food and Civil Supplies Department for preparing a list of families below the poverty line and identifying the families of Antyodaya Ann Yojana and their eligibility. Will be displayed. Information should be made available in the official language of the state and the citizens will be provided for inspection on their demand along with the prescribed fee under the Right to Information Act.
* The state government will provide information to the Gram Panchayats/Municipality/Councils/Corporations, the available quantity, operation and quality of food grains under the targeted public distribution system.
* District Supply Officer will undergo copies of orders related to the allocation of food grains to urban local bodies at all Panchayati Raj Institutions and District/City/Town/Block and Village level. All the Panchayati Raj institutions/fair rates will be informed to the members of the village level vigilance committees.
* Detailed information about vigilance committees and their formation, functions and powers should be displayed on the net.
At the intermediate level
The intermediate level includes state level or regional level godowns through which food grains are sent to shops after going from the warehouses of the Food Corporation of India.
* A ration card holder has the right to scrutinize the records and physical stocks available at various storage godowns at the appointed day and time. This information should be displayed on the depots of the State Storage Corporations/Food Corporation of India.
* Frequency of issuing food grains to fair rate shops from Food Corporation of India/State Stording Corporation depots should be mentioned on the notice board of the District/Block-Nagger Supply Office.
* This civil rights letter should be displayed at all the offices where work related to ration cards is done at block/tehsil/district levels. All parts mentioned on page no-3,4 and 5 of this right should be placed on the notice board.
* The names and contact details of the nominated authorities should be included in the civil rights letter so that the complaints related to the violation of the right letter/public distribution system (control) order, 2001, they can be registered when they come to mind.
* Any citizen can apply for inspection of files related to public distribution from the offices of Civil Supplies Department. In case of non -implementation of exemption, citizens should be allowed to observe the reasons for jurisdiction without observing them.
* Any citizen can demand samples of grains stocked in the Food Corporation of India/State Storage Corporation depots and storage facilities under the Right to Information Act. In this case, the process prescribed in the Civil Rights -letter to collect samples and seal them should be followed only and the requester, if he wants, can also be present at the site while collecting the samples. The cost of samples will be paid by the applicant.
At the fair rate shop level
* Each fair rate shop all corresponding information such as eligibility, issue price, fair rate shopkeeper’s name, fair rate opening and closing time and weekly holiday of shop, stock status, status, citizens Will display time etc. at a specific place for inspection.
* The procedure will also be displayed in the context of other problems faced by the beneficiaries of the fair rate shop, the quality and quantity and other problems being faced by the beneficiaries of the targeted public distribution system.
* Any consumer or local resident related to the fair rate shop is eligible to inspect the stock register, ration card register, other records and the available stock at the shop at the fixed date/time.
* The fair rate shop should display a detailed list of families below the poverty line and in its jurisdiction of Antyodaya Ann Yojana. Copies of these lists should also be displayed on the Community recent notice board of Panchayat/Village/Municipal Council office.
* Complaint books should be kept at each fair rate shop including page number and the availability of the complaint book should be informed about the facility of consumer and general public.
* The fair rate shop should not keep any ration card with itself. During the inspection, if a consumer’s ration card is found to be kept with a fair rate shop owner, then punitive action will be taken on it.
