‘Evidence’ sent to HM alleging bias against Hry cadre officers

Panchkula: NGO Shivalik Vikas Manch has submitted documentary evidence to Union home minister Amit Shah, alleging discrimination and mental harassment of IAS and HCS officers from the Haryana cadre in the Chandigarh UT administration.Responding to a query from the ministry of home affairs, Manch president Vijay Bansal claimed that despite meeting eligibility and seniority norms, Haryana cadre officers were not being given posts matching their rank. Instead, he alleged, they were placed under junior officers from other cadres, causing “professional humiliation” and mental stress. Since Chandigarh serves as Haryana’s capital as well, he said officers from the state should not face bias in the UT administration.Bansal also cited instances of several deputed HCS officers seeking premature repatriation due to what he described as sustained unequal treatment. He referred to four such cases in his memorandum.The Manch further alleged that the mandated 60:40 deputation ratio between Haryana and Punjab had not been followed for nearly two years, and that one sanctioned HCS post from Haryana had remained vacant for four months despite an available panel. The memorandum also flagged alleged violations of Central Vigilance Commission rotation norms, claiming some officers had remained in the same post for more than five years.Other concerns raised included the absence of regular tehsildars in the Chandigarh revenue department, lack of permanent registry clerks, and administrative decisions that the Manch claimed resulted in revenue losses and increased liquor smuggling.The organisation urged the Centre to intervene to restore transparency, balance and efficiency in the UT administration.
