Gurgaon: The department of town and country planning (DTCP) has barred registration of any sale, conveyance or lease deeds linked to a commercial colony in Sector 53, citing violations of licence conditions.The action followed directions issued by DTCP under Rule 18(2) of Haryana Development and Regulation of Urban Areas Rules, 1976, concerning licence no 13–19 of 2002. The licence was granted on June 26, 2002, for the development of a commercial colony over 3.953 acres in Sector 53 of Gurgaon in favour of Arenas Infotech Pvt. Ltd. and Senior Builders Pvt. Ltd., and was valid up to June 25, 2005.
District town planner (enforcement) Amit Madholia said the licence needed to be renewed under Rule 13 of the 1976 Rules, which mandates submission of a renewal application at least one month before expiry. However, the licence holders failed to apply for renewal within the prescribed period. Officials said the licence was never renewed, and statutory dues of around Rs 87.6 lakh, along with interest, remain unpaid.The district town planner (enforcement) directed the sub-registrar to block registries and ensure red entry in revenue records, officials added.“The enforcement wing has written to the police authorities seeking registration of an FIR against the owners and directors of Arenas Infotech Pvt. Ltd. and Senior Builders Pvt. Ltd. for alleged violation of licence conditions, the bilateral agreement executed with the department and provisions of the Haryana Development and Regulation of Urban Areas Act, 1975”, said Madholia.Police have been requested to examine offences under sections 10 and 12 of the act.DTCP officials said the enforcement action forms part of a broader exercise to address long-pending cases involving expired licences and non-compliance. Further action, including recovery proceedings and prosecution, will depend on the outcome of the police investigation and compliance status, they added.
