DM orders action against officials over slow Ayushman card drive

Kanpur: Taking a tough stand on the slow pace of Ayushman card creation, the district administration on Tuesday expressed dissatisfaction with the performance of medical officers-in-charge (MOICs) of Shivrajpur, Bilhaur and Bhitargaon and ordered issuance of show-cause notices against them.Chairing a review meeting, DM Jitendra Pratap Singh said the Ayushman card programme was a life-saving public welfare scheme and any laxity at any level would invite strict accountability. “This is a priority campaign. Negligence will not be tolerated,” he said.During the meeting, it was found that only 7,258 new Ayushman cards had been created so far in Jan. Directing officials to run the campaign on a war footing, the DM ordered that cards for all remaining eligible beneficiaries be issued without delay. He warned that the progress would be reviewed again on Feb 3 and unsatisfactory performance would lead to strict administrative action.Officials informed the DM that a total of 8,64,021 Ayushman cards have been issued in Kanpur Nagar district so far. Under the Vaya Vandana Yojana, 79,533 Ayushman cards have been issued to senior citizens above 70 years of age, placing Kanpur Nagar at the top position in the state in this category.The DM also reviewed the status of budget utilisation in urban primary health centres (UPHCs) under the Jan Arogya Samiti and expressed strong displeasure over poor spending. Funds were found to be grossly underutilised at Gwaltoli, Juhi, Jageshwar, Benajhabar, Sarvodaya Nagar and Anwarganj UPHCs, while complete non-utilisation of funds at Rambagh UPHC was termed serious negligence.Directing the chief medical officer to write to the govt regarding the unsatisfactory utilisation of funds by seven UPHCs, the DM said the money was meant for patient facilities, treatment arrangements and improving the quality of healthcare services. He warned that henceforth, personal accountability of concerned officials would be fixed for any financial or administrative negligence.Chief medical officer Dr Haridatt Nemi and deputy CMO RP Yadav were present, among others, at the meeting.
