GCC has issued operational guidelines to streamline homeless shelter functioning. The new framework lays down procedures for infrastructure standards, staffing patterns, monitoring systems, and delivery of basic services to the homeless. The civic body has decided to provide three meals a day at the shelters, where only dinner was available until now. A standard menu will also be introduced. GCC has invited NGOs to apply for shelter maintenance and management.The civic body runs 49 shelters for the homeless—37 regular ones and 12 special facilities attached to hospitals. They previously functioned under the supervision of the city health wing. However, following an order from GCC commissioner, all shelter-related activities got transferred to the buildings department for integrated administration and oversight.
The department identified gaps in functioning of these shelters. Guidelines were issued to standardise them, strengthen monitoring, and improve service delivery. “We are planning to provide various kinds of shelters, including recovery and transit shelters, to accommodate people and ensure none are left on the streets. Minor and major repair work will be taken up in the buildings,” said GCC superintendent engineer (buildings) P Annadurai.
