Bihar to join group of top states, Nitish tells House
Unveiling a bold vision for Bihar, Chief Minister Nitish Kumar has rolled out the Saat Nishchay-3 initiative, designed to catapult the state into the forefront of India’s development landscape. The program is set to generate employment for one crore youth, while also rejuvenating agriculture, driving industrial growth, and revamping education and healthcare facilities.

Patna: CM Nitish Kumar said in the assembly on Thursday that the implementation of the Saat Nishchay-3 programme would spur the state on to a new phase of accelerated development. As a result of which, Bihar would “join the group of top states” in the country.Giving the govt’s reply to the House debate on the governor’s address to the joint session of the state legislature, which began on Tuesday, the CM said, “The state will make new strides following the implementation of the components of the Saat Nishchay-3 programme. It will have accelerated growth during the next five years and eventually join the group of top states, whose number is not big, and thereby, also contribute to the country’s growth.

Referring to the earlier phases of the programme, the CM said Saat Nishchay-1 was adopted for the 2015-20 period and Saat Nishchay-2 for 2020-25. He said their implementation had made the state comparatively strong on the infrastructure front, including the construction of roads and mega, medium and small bridges and the provision of power supply to every household. He added that the state had also recorded notable progress in sectors such as agriculture, health, education, women’s empowerment, teachers’ recruitment, jobs and work opportunities for youths, employment in govt jobs, and increased allotments under various social security schemes in recent years.“The implementation of the Saat Nishchay-3 programme will take the state to another level and new milestones will be set. We have been doing work for all sections and the programme will benefit all the sections,” the CM said. He also presented a detailed account of the achievements of the govt over the past 20 years across various fields, including the provision of govt and private jobs and the creation of work opportunities.Outlining the seven components of Saat Nishchay-3, the CM said they covered economic activities aimed at doubling people’s income by providing jobs to one crore youths and by promoting women’s economic activities under the Mahila Rojgar Yojana.Highlighting other components, he said steps would be taken to attract investors through attractive incentives to accelerate industrialisation and make Bihar a strong state. He added that a further push would be given to agriculture and allied activities under the fourth agriculture road map. Steps had also been initiated to develop a strong school and higher education base in the state, while accessible health care was being facilitated through the conversion of district hospitals into superspecialty hospitals and by increasing the number of medical colleges and hospitals. Strengthening infrastructure through expressways and two-lane rural roads, along with ensuring ‘ease of living’ through responsive administration, were among the other key components of the Saat Nishchay-3 programme.“The Centre, too, is supporting the state govt. PM Narendra Modi has also been visiting the state off and on to launch projects,” the CM said, while recalling specific announcements made for Bihar by Union finance minister Nirmala Sitharaman in the 2024-25 and 2025-26 Union budgets.
