Major urban expansion on cards in Haryana, HSVP to buy land, launch new sectors in Gurgaon after 20 years

Gurgaon: Haryana Shahari Vikas Pradhikaran (HSVP) has launched a large-scale land procurement plan in the state to develop new residential and commercial sectors. The authority has not launched any new sector in the city in the last 20 years. The initiative is intended to reduce pressure on existing urban centres and maintain a steady supply of serviced plots under planned development norms. HSVP plans to procure about 1.8 lakh acres statewide, including 23,739 acres in the city, in three phases. Some of the new sectors are expected to be launched in the first half of 2026. The procurement will be carried out through direct purchase and consent-based mechanisms. Landowners who are interested in selling their land can upload details of their plots on the portal. Estate officers will verify the details of land to be procured under the first phase. A letter to this effect was issued on Feb 23 and the land procurement will start from the next month.In Gurgaon, HSVP has identified multiple high-growth corridors for future expansion. Key clusters include Southern Peripheral Road (sectors 76-80), Dwarka Expressway belt (sectors 99A-104), New Gurgaon along NH8 (sectors 82A-86) and the Pataudi-Farukhnagar stretch (sectors 88A, 89A, 95A, 95B). Together, these regions will require approximately 24,000 acres of land for phased development.Recently, HSVP held a meeting to identify the land for development of new sectors in the city. A senior HSVP officer said, “It was decided that, instead of procuring the aforesaid land in one go, the same shall be undertaken in a phased manner.”While the authority did not develop any new residential real estate in the city over two decades, a total of 115 sectors were developed under the Gurgaon-Manesar Development Plan and HSVP developed sectors 1–57. That means: most of the city — barring SPR and Dwarka Expressway areas — have been developed by HSVP or come under it.HSVP officials said the expansion is crucial to meet rising housing demand, support upcoming infrastructure projects and strengthen long-term urban planning across the region. In the last two decades, all the real estate developments were carried out by private developers and property prices went out of reach of common people in Gurgaon.In the first phase, around 17,358 acres of land spread across 51 sectors is expected to be procured. This land is located in sectors 26, 36A, 37D, 59, 60, 61, 63, 63A, 67, 67A, 69, 70, 70A, 72, 76, 77, 78, 79, 79A, 79B, 82, 82A, 83, 84, 85, 86, 88A, 88B, 89, 89A, 90, 91, 92, 93, 95, 95A, 95B, 99, 102, 102A, 103, 104, 105, 106, 107, 108, 109, 110, 111, 112, 113.In the second phase, more than 5,000 acres is expected to be procured in Sohna and Gwalpahari in Gurgaon. In Sohna, 5,035 acres are identified in sectors 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 14, 17, 25, 28, 29, 30, 31, 32, 33, 34, 35, 36. In Gwalpahari, around 133 acres is expected to be acquired.In the third phase, 1,203 acres of land is planned to be acquired in Farukhnagar.HSVP’s two-decade-long pause was rooted in a mix of land-related legal disputes, delays in acquisition, shifting policy priorities, and an administrative tilt toward private-developer-led urban growth models.In a significant development during the ongoing assembly session, the state govt dissolved Haryana Housing Board and merged it with HSVP. The move aims to enhance administrative efficiency, streamline housing delivery and strengthen integrated urban planning. With this merger, HSVP will now also take on the mandate of developing housing for economically weaker sections — a responsibility earlier handled exclusively by the housing board.For the public, the development of new sectors is expected to bring much-needed relief from spiralling land and housing prices. Years of limited sector expansion allowed private developers to dominate supply, sharply increasing costs and densifying existing urban pockets. “Fresh HSVP sectors will insert planned residential zones, wider road networks, public greens, commercial corridors and reserved land for schools, hospitals, police stations, and utilities — improving liveability while reducing the load on old sectors,” said Sushant Sharma, a resident of Sector 40.New plots, to be auctioned at govt-determined rates, are likely to offer competitive alternatives to private projects that have long dictated market trends. “The authority had not developed any new sector for the past two decades, and during this period, housing prices went out of reach for common people,” said Anand Yadav, a resident of Sector 10, adding that there should be a balance between private and govt-led development.Procurement across stateEarlier, chief minister Nayab Singh Saini approved the procurement of land across Haryana under the E-Bhumi Scheme in various urban estates, where draft/final development plans were published. HSVP has now asked its estate offices across the state to initiate the process to procure land. A schedule for phase-wise procurement of land has been prepared and approved by the chief administrator of HSVP.
