Ludhiana: Taking serious note of mounting complaints from parents, students, and social organisations, deputy commissioner (DC) Himanshu Jain has constituted a high-level inspection committee to conduct regular and thorough audits of private, unaided, and recognised schools across the district. The move aims to curb widespread violations of government instructions and ensure transparency in educational institutions.The newly formed committee is chaired by the additional deputy commissioner (general) and includes the district education officer (secondary), the CMFO, and the deputy controller of finance and accounts. Tasked with reporting directly to the DC, the panel will monitor compliance across several critical parameters.All private schools have been directed to immediately adhere to mandatory guidelines. Under the Right To Education (RTE) Act 2009, schools must reserve 25% of seats for economically weaker sections (EWS) and disadvantaged groups, with a total ban on capitation fees or screening procedures for children and parents. Schools must also strictly comply with sections 16 and 31 of the Rights of Persons with Disabilities (RPwD) Act, 2016. The DC warned that any complaint regarding the denial of admission to a disabled person will trigger strict legal proceedings.Furthermore, any fee hikes must strictly follow the Punjab Regulation of Fee of Unaided Educational Institution Act, 2016/2019. Institutions are required to have their accounts audited annually by a chartered accountant and submit these reports to the DEO office. The administration also reiterated that physical punishment, mental harassment, and the neglect of compulsory Punjabi language teaching will not be tolerated.On the operational front, teacher appointments and salaries must align with CBSE or PSEB norms. Schools are also required to maintain valid, unexpired certificates for building safety, fire safety, and clean drinking water. Commercial activities on school premises are strictly prohibited, and all institutions must follow the Safe Vahan Policy for student transport. School heads and management committees have been warned that non-compliance will lead to immediate legal action as per existing rules.
