Amid coal transport fears, Assolda villagers oppose jetty projects

Margao: Residents of Xelvona have strongly opposed two proposed jetty projects at Bag-Xelvona and Hodor along the Zuari river, fearing they will enable coal transportation through their village.They warned of an on ground agitation if the plans are not withdrawn.The issue was heatedly discussed at the Assolda gram sabha on Sunday, where villagers resolved to stage a protest at the environment department office in Panaji on Feb 23.The three contentious projects, proposed by a mining firm, involve construction of a 336sqm cargo handling platform, a 237sqm storage jetty, and a 267m gabion wall to strengthen the existing river bund at Xelvona.The Goa Coastal Zone Management Authority (GCZMA) recommended environmental clearance in April 2025, prompting the Assolda panchayat to appeal before the National Green Tribunal (NGT).In Aug 2025, the NGT disposed of the plea as premature since the Goa State Environment Impact Assessment Authority had not issued a final clearance certificate.The tribunal directed GSEIAA to consider villagers’ objections, including the jetty’s location in a no-development zone and CRZ-IB area, lack of disclosure of nearby jetties within 500m, and possible impact on Nanda Lake. Residents said existing river traffic is already excessive.
