Power engineers seek scrutiny of PSPCL’s revised tariff petition

Patiala: The All India Power Engineers Federation (AIPEF) has challenged additional submissions made by Punjab State Power Corporation Limited (PSPCL) in its Tariff and Aggregate Revenue Requirement (ARR) petition, urging the Punjab State Electricity Regulatory Commission (PSERC) to subject them to scrutiny.In a representation led by AIPEF chief patron Padamjit Singh, the federation said PSPCL submitted revisions on Feb 4 after filing its petition on Nov 28, 2025.

The federation said the updated filing introduced drastic financial and regulatory changes allowing stakeholders only a five-day window to respond. It called the deadline inadequate for evaluating complex tariff implications. It also said the revisions materially altered previously indicated projections without sufficient justification or a corresponding revision in approved investment planning. A key objection related to distribution loss projections. “Earlier trajectories indicated losses in the 12–13% range over the control period, while the revised submission targeted figures close to 10%,” said Padamjit Singh. The federation said this downward revision translated into an estimated Rs 1,259 crore reduction in the net revenue requirement for FY 2026–27, and questioned how such steep loss reductions could be achieved without a revised capital investment or operational roadmap consistent with regulatory norms. AIPEF also objected to PSPCL’s proposed accounting treatment of about Rs 3,582 crore received as govt loss funding. “Classifying this amount as non-tariff income could undermine the intent of financial support meant to stabilise the utility and could distort ARR calculations. When combined with the revised loss trajectory, PSPCL’s revenue framework could effectively shrink by nearly Rs 4,850 crore,” said the power engineers body. MSID:: 128423892 413 |
