Leader of Opposition Tikaram Jully termed the Bhajan Lal govt’s third Budget as “dull, directionless, and misleading”. He said the announcements made had no clear financial provisions, casting doubt over how the schemes would be implemented without allocated funds.Also questioning the state’s financial condition, Jully said, “The govt has pushed Rajasthan into heavy debt. The FRBM limit is 37%, and debt has reached 36.8%. The amount of debt taken in the last 3 budgets exceeds what was borrowed over the past 50 years.”

“Nearly 70–75% of the Budget announcements are routine in nature, covering social security, drinking water, and other old schemes. Under Jal Jeevan Mission, the govt is claiming to have provided 14 lakh connections, while more than 10 lakh of these were actually completed during the Congress govt’s tenure. The ruling party is creating confusion by taking credit for past achievements,” Jully said.He asserted that only 30% of last year’s Budget announcements were completed, while work on another 30% did not even begin. “The promises made are still pending. The (Pachpadra) refinery project was promised to begin in Aug, but Feb is approaching and no progress is visible,” Jully said.He also criticised the govt over allocation to education and healthcare, pointing out that more than 41,000 schools are in a dilapidated condition but the budget provides for repairs of only 2,500. “In the health sector, payments under Chiranjeevi scheme are stalled, causing many hospitals to withdraw from it,” he said.State Congress president Govind Singh Dotasra said the Budget failed to allocate funds for any meaningful development. “BJP govt’s mismanagement of state land and the industrial land bank, previously highlighted by the Congress, has been proven true. The govt claims to approve land allocation for 8 industries per day, yet the Budget is silent on how many industries were actually established, how much investment was attracted under the ‘Rising Rajasthan’ initiative, and how many jobs were created,” Dotasra said.
