DIOS, school principal and staff booked for illegal appointments in Azamgarh

Varanasi: Joint director of education lodged FIR against six persons, including district inspector of schools, manager, principal and teachers of Devanand Sanskrit Uchch Madhyamik Vidyalaya, Daan Shanichara Ramgarh, on charges of illegal appointments. After probe, divisional commissioner, Mirzapur, ordered joint director (education) to lodge FIR.Azamgarh ASP (City) Madhuvan Kumar Singh informed on Wednesday that on complaint of JD (education) Naval Kishore, Kotwali police lodged FIR under sections 198 (public servant knowingly disobeying the law), 318(4) (cheating), and 61(2) (criminal conspiracy) BNS against in-charge DIOS Virendra Pratap Singh, manager of Devanand Sanskrit Uchchatar Madhyamik Vidyalaya, Ramgarh, Krishna Mishra, principal Rinki Yadav, Priyanka, Alka Tripathi and Vidhi Chandra Yadav. Further investigation began and appropriate action would be taken according to its outcomes, he added.In his complaint, JD (education) mentioned that, for appointment of Rinki Yadav as principal and teachers Priyanka and Alka Tripathi, approval was given against the rules, as it neither contained signature of the appropriate authority nor followed prescribed norms of UP Madhyamik Sanskrit Shiksha Parishad Act-2000 and Regulations-2009. Role of the manager and in charge in their appointment was doubtful.When the matter was brought to the notice of senior officials and clarification was sought from DIOS in charge, the latter accused chief assistant Vidhichand Yadav, posted at the JD (education) office, of presenting forged documents and misleading officials. Chief assistant, in his clarification, denied his involvement. Department investigation revealed the school was included in 2015 for grant, which was stopped in 2016. The matter of grant restoration is pending at govt level. Despite this, DIOS in charge approved principal and teachers’ appointments based on school manager’s letter, which is said to be beyond his jurisdiction. This was considered a violation of the UP Govt Servants Conduct Rules. The report of investigation stated that approval of appointments solely on the school manager’s letter, without a decision on grant restoration from the govt and approval of director of education (secondary), was serious matter. Possibility of undue advantage being given and taken in this cannot be ruled out.
