Debris mounds choke Haryana as gaps in processing widen, Gurgaon & Faridabad lead list

Gurgaon: Haryana continues to dump large volumes of debris daily, with its two big cities, Gurgaon and Faridabad, accounting for the widest processing gaps, despite an action plan promising new construction and demolition (C&D) waste facilities across urban centres.State data shows Gurgaon generates around 1,500 tonnes per day (TPD) of C&D waste. Its only functional plant at Basai processes 1,200 TPD, leaving a shortfall of 300 TPD, managed through dumping or informal reuse. While the plant sold over 2.81 lakh tonnes of processed material in the private market last financial year, procurement by govt agencies remained limited at just 8,700 tonnes, highlighting weak institutional offtake. Uncovered heaps of sand and soil, a common sight across various sectors, cause respiratory distress among residents. Faridabad presents an even sharper problem. The city generates about 300 TPD of C&D waste but has no operational processing facility, resulting in 100% of the waste remaining unprocessed. Other cities across Haryana mirror this pattern. Manesar generates around 10 TPD with no processing plant. Sonipat produces 40 TPD, Rohtak 82 TPD, Karnal 5 TPD and Panipat 32 TPD, all without functional facilities, forcing local bodies to depend on ad hoc disposal practices. To bridge this gap, the state proposed a series of new plants, though most are still at planning or approval stages, with timelines stretching into 2026–27.“In Gurgaon, an additional 400 TPD C&D waste plant has been proposed to supplement the existing Basai facility. The project is awaiting approval, with tendering expected by March 2026 and operations projected only by February 2027, supported through Rs 11 crore gap funding from CPCB,” the plan stated. Faridabad is slated to get one centralised 300 TPD plant and two mobile 50 TPD units. Land identification is expected by Jan 2026, with commissioning timelines ranging from December 2026 for mobile units to March 2027 for the main facility. Funding is proposed under Swachh Bharat Mission 2.0, along with state grants. In Manesar, a 100 TPD plant has been proposed through an MoU between Honda Group and HSIIDC, to be set up using CSR funds. Sonipat and Rohtak have planned plants of 80 TPD and 160 TPD respectively, while Karnal’s 15 TPD plant at Sirsi village is under tender and is expected to be operational by September 2026. Panipat has a 50 TPD facility at the planning stage, with a tentative June 2026 timeline.The action plan also flags the offtake challenge for recycled C&D products. Gurgaon alone is expected to generate 1,100 TPD of processed material, of which 330 TPD is proposed to be absorbed by govt agencies and 770 TPD by the private sector. Municipal bodies sought incorporation of recycled material rates into the state schedule of rates and mandatory use in public works to improve uptake.Officials have acknowledged that until these plants become operational and govt procurement picks up, the gap between C&D waste generation and processing in Haryana’s cities is likely to persist, with dumping continuing to be the default outcome.
