Shimla: Former chief minister and BJP functionary Prem Kumar Dhumal on Monday said fiscal crisis arising out of the discontinuation of revenue deficit grant (RDG) was not sudden, but was the result of long-foreseen challenges ignored by the state govt.Dhumal highlighted that the phased withdrawal of RDG was indicated in the Finance Commission’s recommendations and is set to end after March 31, 2026. He criticised the state govt for failing to plan alternative revenue strategies and implement robust financial management despite ample notice.Drawing from his tenure as chief minister, he stressed fiscal challenges required timely, disciplined action. He claimed that his govt controlled discretionary spending, reduced unnecessary official travel, and ensured frugality at all levels. Dhumal also criticised current expenditure trends, noting that the appointment of numerous advisors and office-bearers, and the procurement of vehicles, contradicted financial discipline. He called for strict expenditure control, prioritisation of essential spending, and stronger financial management.On Centre–state relations, he pointed out that Himachal consistently benefited from special packages under BJP-led govts.
