Gujarat: ‘Point of order’ used across party lines to seek expunction

Gandhinagar: Even as the budget session of the Gujarat assembly begins later this month, a report by the assembly secretariat says that both the ruling party and opposition MLAs used the option of “point of order” to expunge statements made in the House.The Gujarat assembly secretariat posted reports on the proceedings of the assembly from Feb 25, 2025, to March 11, 2025, on its website last week. While the assembly speaker regularly intervenes during debates and discussions in cases where unacceptable terms or phrases are used by MLAs, the point of order option was used several times by both ruling and opposition MLAs in the budget session, the report said. In the assembly, a point of order relates to the interpretation or enforcement of the rules of procedure, generally raised to highlight a breach of order or a violation of rules. Such points are raised to ensure the proceedings follow procedural norms, with the speaker having the final authority to decide on their validity. The point of order option is frequently used to immediately address, for instance, alleged inaccuracies, unauthorized actions, or breaches of rules during debates. The speaker has the sole discretion to rule on points of order, and such decisions are not generally debated. Meanwhile, the assembly secretariat said that MLAs who want to propose non-govt resolutions in the upcoming budget session must submit their applications before Feb 13. The budget session begins from Feb 16.
