Navi Mumbai: Lack of clarity on land acquisition leaves development projects in limbo

Navi Mumbai: The passing-the-buck from PCMC to Cidco has put several building development projects on hold in village areas with private land ownership over land acquisition clarity issues. The PCMC seeks clarity from the builders/developers/land owners by seeking Cidco’s No Objection Certificate (NOC) to approve their building plan. However, Cidco allegedly gives vague replies that New Town Development Authority (NTDA) cannot issue NOC for development permission on private lands, but PCMC does not accept it. Neither the PCMC nor Cidco gives permission to allow developers to start their proposed works. In one such latest instance, the PCMC assistant director town planning, Keshav Shinde refers to the urban development notification dated Feb 10, 2017 wherein PCMC had to obtain NOC from Cidco before giving permissions and occupancy certificate. The applicant then approached the Cidco seeking NOC. However, Cidco associate planner said that development permission is granted only to those lands which have been acquired and leased out by Cidco. Activist Rajeev Mishra alleged, “Many projects have been held up thus dissuading genuine land owners for the just lack of land acquisition clarity. Cidco raises a dispute after the local planning bodies such as the PCMC or NMMC approves a project. The govt must pitch in to resolve the issues once for all.”
