Bhubaneswar: The science and technology department on Wednesday approved the Institute of Mathematics and Applications (Method of Recruitment and Conditions of Service of Teaching and Administrative Employees) Rules, 2026, bringing long-awaited clarity to service conditions at the institute for the first time.Though the govt institution was established in 1999, the service conditions of the Institute of Mathematics and Applications (IMA), Bhubaneswar were not framed for its employees. Staff of the institution demanded framing of the service conditions.

The rules have 7 parts. The first part has general guidelines, the second part speaks about staff recruitment, the third talks about promotion, and part IV discusses conduct and discipline. Part V discusses conditions of service, part VI and part VII cover other conditions of service.At the end, the Rules said, “If any question arises relating to the interpretation of these rules, it shall be referred to the Governing Council for decision and the decision of the Governing Council shall be final.”Due to the lack of service condition rules, an official of the institute said they faced difficulties in approving the study leave of a faculty member. “We requested govt to sanction the study leave for the faculty member. Then the rules of Utkal University were studied and followed. After several rounds of discussion, it was passed. However, such issues would not have arisen had the institution implemented service condition rules,” said the official.Earlier, the staff got only 15 days of casual leave. “Now the service condition rules allow the staff to go on duty leave, study leave and sabbatical leave by following the newly-framed rules. There will be no hectic follow-ups with the govt department and affiliated university,” said the official.Jasobanta Jena, director of the institute, said they are happy that govt approved the rules. “Now we will carry out recruitment, promotion, conduct, discipline and service conditions by following these rules,” he added.
