Bhubaneswar: CM Mohan Charan Majhi on Wednesday launched the ‘Samikshya’ portal that enables real-time monitoring of projects funded under the State Finance Commission (SFC) and Central Finance Commission (CFC) grants.The portal (https://samikshya.odisha.gov.in) allows citizens, elected representatives and officials to track the progress of projects related to roads, drinking water supply, sanitation, street lighting, parks and other public utilities.
According to a govt release, the sixth SFC, headed by Arun Kumar Panda, has recommended strengthening the fiscal foundations of local bodies through a predictable and formula-based devolution system. SFC has placed special emphasis on equity, regional disparities and the differing needs of rural and urban local bodies, and has made both financial and non-financial recommendations for their overall development.The sixth SFC was constituted by governor Hari Babu Kambhampati to recommend principles governing the distribution of the state’s tax and non-tax revenues among the three-tier panchayati raj institutions (PRIs) and urban local bodies (ULBs), as well as measures to improve their financial position.During its tenure, the SFC adopted a consultative and evidence-based approach, holding consultations with govt departments, civil society and citizens, undertaking field visits to districts, PRIs and ULBs, and examining studies by academic and research institutions.The launch of the portal is aimed at improving transparency, accountability and timely execution of SFC- and CFC-funded works, enabling effective monitoring and better service delivery at the grassroots level.
