GURGAON: A month after Haryana urban local bodies (ULB) department initiated disciplinary proceedings against seven senior officers of MCG over alleged irregularities in Rs 117 crore legacy waste treatment at Bandhwari site, the civic body’s engineering department is yet to submit project records.A senior official said the chargesheets could not be prepared as the engineering department had not provided the required data. “However, we submitted an interim report stating that one of the seven officers against whom the disciplinary action was initiated was not employed in MCG at that time,” he said.As reported by TOI on Dec 5, the ULB department, in a Dec 4 letter, said MCG had failed to submit draft charge sheets despite repeated reminders. The department noted that the delay had continued for nearly four months, even though all relevant documents were available with the corporation. Taking note of the delay, the ULB department directed MCG to submit the chargesheets along with certified copies of supporting documents within seven days.According to officials, the preparation of the chargesheets depends on records related to the legacy waste processing works, which are yet to be submitted by the engineering department. This has led to a delay in the disciplinary process.The proceedings relate to three projects for remediation and reclamation of legacy waste at the Bandhwari landfill site. These include projects for the treatment of 5 lakh metric tonnes (MT) each under Phase 5 and Phase 6, and 4 lakh MT under Phase 7.The state govt has decided to proceed under Rule 7 of Haryana Civil Services (Punishment and Appeal) Rules, 2016, which deals with major penalties. These include withholding of increments with cumulative effect and denial of promotion for more than one year. Authorities may also reduce an employee’s pay or position for a set period, with instructions on whether salary increments will continue and if pay will be restored later.Another penalty allows reduction in pay, post, or rank for over a year, which usually prevents promotion back to the original level unless specified. More severe penalties include compulsory retirement, removal, or dismissal from service.Waste processing at the Bandhwari landfill site has remained stalled since July, after MCG terminated the contracts of two agencies engaged for legacy waste treatment due to slow progress.
